CANSO European ANSPs welcome SES Package 2

CANSO, the Civil Air Navigation Services Organisation, has welcomed the launch of the Single European Sky second package, but warned that some issues remain to be resolved and clarified if the package is to achieve all the EU Commission is hoping for. In particular, CANSO’s European Members still have concerns over the role of the ‘Network Manager’.
CANSO’s Director of European Affairs, Marie Desseaux, commented:
“While we agree that pan-European network activities are necessary and their importance will even increase in the future, the current Network Manager concept does not appear to be sufficiently in line with a key principle of SES and a recommendation of the High Level Group report, namely the separation between service provision and regulation.
CANSO has always believed that centralised service provision activities should be industry-steered, supported by a proper regulatory framework established by the ATM regulator, and we intend to proactively contribute to the clarification of this concept.”
