ICAO Next-Gen - SESAR Forum

CANSO Secretary General, Alexander ter Kuile, addressed the ICAO Forum on Integration & Harmonisation of Next Gen & SESAR into the Global ATM Framework at ICAO headquarters in Montreal on 10 September, 2008.

Alexander commented that the current fragmentation of world airspace into 190 separate units invites "awkward questions". CANSO, he said, "believes that the current institutional arrangements for global ATM are not designed to drive global harmonisation." 

CANSO's view of a seamless airspace was for a "technically interoperable, procedurally harmonized, universally safe, and affordable" system. ICAO, ANSPs, and States he said needed to consider "whether our current global collaboration practices continue to be efficient and cost effective." 

Alexander also gave several examples of where ICAO needed to create a framework that would assist ANSPs in their work to deliver a seamless airspace.
