Global ATM Summit - the OSC Perspective

It’s amazing what you can get accomplished in one week in Oslo! With the sun staying up so long we were all able to put in 20 hour days and not even realise it. The ATM Summit and Annual General Meeting saw a lot of discussion, interaction, and forward movement.
The Waypoint Marketplace
We had a very enlightening “marketplace” venue during the afternoon of the first day, that allowed the CANSO Secretariat, Standing Committees, and Workgroups to explain the concepts of Waypoint 2013 to the Executives. Waypoint 2013 identifies our strategic change in direction towards taking a proactive role in transforming ATM operations in the coming years. We focused on the Dashboard, Fitness Check, Transpire, Training Cycle, Communications, and Programmes. There’s no better way to learn your subject then to have to teach it – especially to a group of CEOs who aren’t shy about challenging your assumptions. I think we all learned a great deal. The feedback we received will help shape our 3-year program.

The goal of these discussions was to begin developing a solid, cohesive CANSO action plan, supported by the various groups in CANSO. From my perspective as Programme Manager for the OSC this was a great opportunity to discuss with my peers where the OSC fits in the organisation and how does the rest of CANSO interact with this newest CANSO Committee.

The meeting also provided me a great opportunity to talk with Full and Associate members about what the OSC is doing and plans to do. I received many offers for assistance and am following up on those offers now to get the 2010/2011 work program underway.

During the second half of each day I was able to work with the OSC team in Oslo and around the world to continue with our deliverables.

ICAO Handbook on Civil-Military Cooperation
Next week will see the distribution of the draft ICAO Handbook on Civil-Military Cooperation. Dean Fulmer, our workgroup lead for this has met several times with the participants developing the handbook and has been able to work with them to bring the draft document up to a level for review and comment. We will be sending the draft to you for review and comment back to Dean, who will develop the CANSO consolidated input on the document.

SID/STAR
Phase I of the SID/STAR phraseology assessment package will also come to you next week for review and input. This is the culmination of months of work with IATA, IFATCA, IFALPA, and ICAO in understanding and framing the issue and in developing an assessment process that will ultimately provide CANSO’s recommendations back to ICAO. As indicated by the name, Phase I is just the start, however we think we should be able to deliver an acceptable solution by years end.

OSC Governance & TORs
The not so exciting, but certainly very important, OSC Governance Document has been finalised and sent out for distribution this week. Look to the Operations page on the CANSO website for a posting of that document soon. This document provides a single location for the purpose, structure and conduct of the OSC and its activities.

Work continues on the development of TORs for the workgroups, along with initiative description forms. These documents for Work Stream 5, Collaborative and Efficient Use of Airspace will be sent out in the next 2 weeks and will provide enough information for members to determine their interest in joining the workgroup with a clear understanding of the resource commitments.

One member has offered to send me a 4-week Secondee to assist in hammering out all the rest of the TORs and initiative description forms so we can turn the corner on this activity and really get the OSC work plan in motion.

Regional Workshops
Work also continues on the development of Regional workshops to share best practices in operational methods and tools; airspace use; and performance measures and metrics. These venues will be a great opportunity for our Associate members to showcase their current systems and leading edge technologies that are often the backbone of our best practices. Additionally they will learn from the ANSPs what constraints they face, and what tool sets and features would most improve service delivery.

So stay tuned and be on the look out for the documents coming your way for comment and input. A few more sleepless weeks like this and we should really see some progress!
With 18 hours of light left in the day I caught a picture of Ashley Smout heading off to the airport after the conference, staying green, lean, and mean. Only in Scandinavia can you go snow skiing, up hill, on the highway, in the summer… think about it.
