Third Draft Network Management Function Implementing Rule Introduces ‘Critical Elements’
The SES II package is a basic structure, which details are defined per respective Implementing Rules (IR).
The SES II package, which was endorsed by the political decision-makers in 2009, is well supported by CANSO Members. The SES II package itself is only a basic structure and details are defined per respective Implementing Rules (IR). The Network Manager Function (NMF) is one of the main SES II elements; it is about coordinating airspace design activities, flow management and management of scarce resources at the regional European level. The Commission has issued 3 drafts of the NMF IR.
CANSO has provided strong input to this item and recognises the considerable progress made since the first draft of this Network Management Functions Implementing Rule (NM IR).
However, the third draft of this NM IR introduces some critical elements, which CANSO’s European Members have brought to the attention of the Commission. These include:
- The need for a balanced composition of the Network Management Board (NM Board) recognising the role of Air Navigation Service Providers (ANSPs) as the main ATM actors
- The need to clarify the roles, responsibilities and relationship of the Network Manager (NM) and the NM Board
- The need to clarify the role of NM in the performance field
- The infringement of the SES principle of separation between service provision and regulation
