Safety Performance Measurement Workgroup

About:

In order for ANSPs to understand their safety performance (rate of occurrence and severity) for key risks it is necessary to have a set of performance indicators or metrics. The safety performance measurement group have focussed on the key risks of ATC culpable losses of separation between IFR aircraft and runway incursions to produce the first CANSO metric. The output of the work will raise the capability and understanding of ANSPs with no severity scheme or metrics. The use of a common scheme for data sharing between ANSPs will also enable reliable and constructive use of the data which may be developed into performance indicators for benchmarking.

Future SMS Development Workgroup

About:

The need to provide a framework, or Safety Management System, for ANSPs within which safety can be manage has been recognised at an international, and in some cases regional and domestic level. To date, there has been no effort to draw on the experiences of ANSPs to deliver an industry based global standard. The CANSO Standard for SMS and the SMS Maturity Metric aim to:

a. Drive improvement within the industry;
b. Transfer learning across the industry;
c. Allow members to build a SMS which is commensurate to the size and complexity of their specific operations; and
d. Provide a continual improvement path beyond that required by both international and domestic regulations.

Safety Culture Workgroup

About:

Safety culture refers to the enduring value, priority and commitment placed on safety by every individual and every group at every level of the organization. Safety culture reflects the individual, group and organizational attitudes, norms and behaviours related to the safe provision of air navigation services. The CANSO Work Group has a goal that by 2012 all existing CANSO ANSP members will be measuring and improving their safety culture – the output of the work group will help ANSP define, understand and measure their safety culture and/or safety climate.

Safety Information Exchange Programme

The purpose of the Safety Information Exchange Programme is to provide a communication mechanism where defined safety data and lesson learning material can be exchanged within the ANSP community and with external stakeholders. Protocols are developed to ensure that the safety information submitted is in an agreed format and contains the correct detail. The confidentially of the information exchange is assured through confidentiality agreements therefore the SIEP can be used for disclosure of confidential or sensitive information such as the output of the safety metrics work group.

Safety of Operations Workgroup

About:

The purpose of the Safety of Operations work stream is to drive operational safety improvement in partnership with industry partners in the key risk areas identified through the ANSP occurrence reports, industry partner input and the common metrics developed through CANSO. The initial focus of the work stream is to focus on runway safety.
